Ocean Shipping Reform Act of 2022 Signed Into Law;

NACD Applauds POTUS, Congress for Helping End America’s Supply Chain Crisis

Arlington, VA – National Association of Chemical Distributors (NACD) President and CEO Eric R. Byer issued the following statement today after President Biden’s White House ceremony to sign the Ocean Shipping Reform Act of 2022 (S.3580) into law.

“Well over a year since NACD began ringing the alarm about our nation’s supply chain crisis, today President Biden finally signed the Ocean Shipping Reform Act of 2022 into law. We applaud the president and Congress for getting this overwhelmingly bipartisan bill through, which will address the outrageous ocean carrier shipping practices that have harmed both businesses and consumers across America."

This bill will empower the Federal Maritime Commission to step up and hold ocean carriers accountable for high shipping rates, anticompetitive practices, and arbitrary decision-making. This is a welcomed first step and NACD calls for the swift implementation of the law. However, the Biden Administration and Congress must continue working together to end America’s supply chain crisis, including enhancing all parts of the supply chain with freight rail reforms, facilitating processes to put more truck drivers on the road, and making critical and long-term improvements to port infrastructure across the nation.

"Again, we want to thank President Biden and Congressional leaders for their work on the Ocean Shipping Reform Act and look forward to them fully addressing the supply chain concerns of chemical distributors and other businesses.”
