NACD Statement on Bipartisan Infrastructure Agreement

Arlington, VA – National Association of Chemical Distributors (NACD) President and CEO Eric R. Byer issued the following statement on the recently-announced bipartisan infrastructure agreement:

“The National Association of Chemical Distributors (NACD) applauds Senate lawmakers for their leadership and commitment to reaching a bipartisan consensus to invest in our nation’s infrastructure and to help modernize our economy with the release of the bipartisan infrastructure bill’s legislative text. We appreciate Senate negotiators on both sides of the aisle who worked together to develop comprehensive legislation that includes various crucial provisions to update and bolster U.S. transportation infrastructure.

NACD has long advocated for robust investment into America’s aging transportation infrastructure, specifically investing in our ports, rail systems, highways, and bridges. U.S. businesses and our nation’s economy depend on safe, efficient, and reliable surface transportation that promotes economic competitiveness.

Moreover, with our nation’s ongoing shipping crisis, NACD commends the inclusion of significant funding for port infrastructure to address repair and maintenance backlogs and reduce congestion at U.S. ports across the country, as well as funds to improve the nation’s freight rail network.

While the newly released bipartisan infrastructure legislative text is a step in the right direction in many ways, NACD is highly concerned that the legislation would reinstate Superfund Taxes – excise taxes that expired nearly 25 years ago – on 42 chemicals and other materials. Unfortunately, many of these materials are the building blocks of the very products needed for infrastructure development and climate improvement. NACD will continue to engage with the congressional leaders and the Biden administration to address this burdensome provision.

America’s chemical distributors are ready to work with our bipartisan congressional partners and the administration to help reinvigorate U.S. infrastructure and move this much-needed legislation forward.”
