ACD Applauds Rep. Lee’s Amendment to NDAA to Restore Critical CFATS Program

Arlington, VA –Today, Alliance for Chemical Distribution (ACD), formerly the National Association of Chemical Distributors (NACD), applauded Representative Laurel Lee’s (FL-15) amendment #594 to H.R. 8070, the Servicemember Quality of Life Improvement and the National Defense Authorization Act (NDAA) for Fiscal Year 2025. The amendment is cosponsored by a bipartisan group of 12 members of the House of Representatives.

Earlier this week, ACD led a letter with other trade and union groups to U.S. House leadership urging them to support Rep. Lee’s amendment. Following the introduction of Representative Lee’s amendment this week, ACD President and CEO Eric R. Byer released the following statement:

“For nearly a year, the nation’s leading chemical facility security program has remained expired, heightening the potential security risks at these facilities and their surrounding communities.

“The critical role of the chemical industry comes with unique security challenges that require resources and collaboration with government agencies to stay ahead of the ever-evolving threats facing our nation. Even though the Chemical Facility Anti-Terrorism Standards (CFATS) has been recognized as the global standard for chemical security, Congress allowed the program to expire last July, ending Department of Homeland Security facility inspections and terrorist vetting. ACD applauds Rep. Lee’s leadership on this amendment to restore the CFATS program and urges Congress to swiftly adopt this amendment as part of the NDAA.”
